RESOLUTIONS

 

 

CD10.R1    The Directing Council,

RESOLVES:

To amend Articles 6, 24, and 44 of the Rules of Procedure of the Directing Council to read as follows:

Article 6. The Director of the Pan American Sanitary Bureau shall be ex-officio Secretary of the Directing Council and of all committees, subcommittees, and working parties established by it. He may delegate these functions.

Article 24. The General Committee shall consist of the Chairman and the two Vice-Chairmen of the Directing Council, representatives of four additional countries elected by the Directing Council, and the Director, serving as ex-officio member without the right to vote. The Chairman of the Directing Council shall serve as Chairman of the General Committee.

Article 44. The representatives and the Director shall sign the Final Report.

CD10.R2    The Directing Council,

Having examined the Annual Report (Document CD10/28) presented by Dr. Félix Hurtado (Cuba), as Chairman of the 30th, 31st, and 32nd Meetings of the Executive Committee; and

Considering the terms of Article 8-C of the Constitution of the Pan American Sanitary Organization,

RESOLVES:

To approve the Annual Report of the Chairman of the Executive Committee and the congratulate its Chairman, Dr. Félix Hurtado, and all members of the Committee on the work accomplished.

Having examined the Annual Report of the Director of the Pan American Sanitary Bureau, Regional Office of the World Health Organization for the Americas, for 1956 (Official Document Nº 19),

RESOLVES:

To take note of the Annual Report of the Director and to congratulate him there.on

CD10.R4    The Directing Council,

Having studied the Financial Report of the Director and Report of the External Auditor for 1956 (Official Document Nº 20); and

Noting the action taken by the Executive Committee at its 31st Meeting regarding the aforesaid reports (Resolution III),

RESOLVES:

To approve the Financial Report of the Director and Report of the External Auditor for the fiscal year 1956.

CD10.R5    The Directing Council,

Having studied the Director's report on quota contributions contained in Document CD10/27;

Having noted the External Auditor's remarks that the financial position of the Bureau weakened during 1956, that there was a cash deficit, and that the percentage of arrears was very high; and

Considering that the budget submissions of the Pan American Sanitary Organization are made sufficiently in advance to enable the Member Governments to plan proper financial arrangements,

RESOLVES:

1.       To take note of the Director's report on the status of quota contributions.

2.       To recommend to the Member Governments that arrears of quota contributions be paid in the immediate future.

3.       To recommend that future quota contributions be paid in the year of assessment.

CD10.R6    The Directing Council,

Bearing in mind Article 6.2 of the Financial Regulations, which provides that the Working Capital Fund shall be established in an amount and for the purposes to be determined from time to time by the Directing Council;

Recognizing the need for maintaining the Working Capital Fund at a level sufficient to provide resources to the Pan American Sanitary Bureau to carry on its operations until the quota contributions assessed on the Member Countries in any one fiscal year are received; and

Concurring in the recommendations made in Resolution VI of the 31st Meeting of the Executive Committee,

RESOLVES:

1.      To authorize the establishment of the Working Capital Fund at the level of 60 per cent of the approved budget of the Organization for 1957 and subsequent years.

2.      To authorize the Director of the Bureau to meet the necessary increases by the transfer of surplus funds that may result in 1957 and subsequent fiscal years.

CD10.R7    The Directing Council,

Having studied the amendments proposed by the Director to Article IV, Regulations 4.3 and 4.4, of the Financial Regulations of the Pan American Sanitary Bureau;

Taking into account the fact that the proposed changes are the result of a better administrative control over the outstanding commitments of the Organization;

Considering that these changes do not affect the basic provisions or the pattern established by the Directing Council when the Financial Regulations were established in 1951; and

Concurring in the recommendation set forth in Resolution VII of the 31st Meeting of the Executive Committee,

RESOLVES:

To adopt the following amendments to Article IV of the Financial Regulations of the Pan American Sanitary Bureau, effective beginning with the fiscal year 1957:

4.3 Appropriations shall remain available for twelve months following the end of the financial year to which they relate, to the extent that they are required to discharge the outstanding legal obligations as of 31 December of that year. Any remaining balance of appropiations will revert to the Working Capital Fund.

4.4 At the end of the twelve-month period provided in Regulation 4.3, the remaining balance of any appropriations will revert to the Working Capital Fund. Any unliquidated obligations of the prior twelve months shall at that time be canceled; where the obligation remains a valid charge, it shall be transferred as an obligation against current appropriations.

CD10.R8    The Directing Council,

Considering that the Executive Committee, in Resolution XII of its 31st Meeting, authorized the Director to transfer up to 15 per cent of Part III to Part II of the budget of the Pan American Sanitary Organization for 1957; and

Taking into account the reasons given for the transfer,

RESOLVES:

To take note of the transfer of credits from Part III to Part II of the budget of the Pan American Sanitary Organization for 1957, made by the Director with the authorization given by the Executive Committee at its 31st Meeting.

CD10.R9    The Directing Council,

Having examined the report of the Permanent Subcommittee on Buildings and Installations that was presented to the Executive Committee for study at its 31st Meeting (Documents CD10/6 and CE31/11 and Annex I),

RESOLVES:

To take note of the report of the Permanent Subcommittee on Buildings and Installations, expressing to the Subcommittee its appreciation for the work accomplished.

CD10.R10    The Directing Council,

Having examined the report presented by the Director on the Emergency Revolving Fund (Document CD10/8), which gives an account of the activities covered by the Fund,

RESOLVES:

1.      To take note of the report on the Emergency Revolving Fund submitted by the Director (Document CD10/8).

2.      To express its satisfaction with the manner in which the Governments are reimbursing the amounts advanced from the Emergency Revolving Fund and with the efficient way in which the Pan American Sanitary Bureau is meeting the emergency situations that arise.

CD10.R11    The Directing Council,

Having examined the report on sanitary regulations for hotels and restaurants (Document CD10/12), 1 which contains an account of the activities reported by the Technical Committee of Experts; and

Considering the terms of Resolution XVI adopted by the Directing Council at its IX Meeting,

RESOLVES:

1.      To take note of the report presented, and to request the Director to inform the Technical Committee of Experts of the observations made by the Directing Council.

2.      To request the Director to inform the Governing Bodies, in due course, of the progress of the work in connection with the preparation of a manual containing minimum sanitation standards to be recommended for application in hotels, restaurants, transportation facilities, and tourist centers.

CD10.R12    The Directing Council,

Elected Mexico and Venezuela to the Executive Committee upon termination of the periods of office of Colombia and Paraguay, and thanked the Governments of these countries for the valuable services rendered to the Organization by their representatives on the Committee.

CD10.R13    The Directing Council,

Considering that Resolution XLII of the XIV Pan American Sanitary Conference declared that the eradication of malaria in some countries calls attention to the international problem of preventing the importation of new cases into areas already free from infection; and

Considering that for the transmittal of accurate data on malaria, particularly for eradication programs, concerted efforts must be directed to the discovery of cases and to the improvement of reporting by physicians, hospitals, clinics, and public health services,

RESOLVES:

1.      To recommend to the Member States that malaria be declared a noticeable disease and that the reporting requirement [be extended] to all areas of the country.

2.      To recommend that reports be transmitted routinely to the Pan American Sanitary Bureau, weekly if possible, for the information of all the health authorities.

3.      To recommend the intensification of case-finding methods so as to ensure accurate reporting of malaria cases, for the protection of areas and countries where eradication has already been achieved.

CD10.R14    The Directing Council,

Having studied the report of the Director on the status of the Special Malaria Fund of PASO (Document CE31/15 and Annexes I and II);

Considering the general plan proposed in this document for the malaria eradication program in the Americas and the expenditures considered necessary for carrying it out;

Having noted the action taken by the Executive Committee at its 31st Meeting (Resolution IV) regarding the aforementioned report; and

Having seen the statement on the movement of funds of the PASO Special Malaria Fund as of 30 June 1957 presented in Annex 4 of Official Document 21,

RESOLVES:

1.      To take note of the voluntary contributions made by the Governments of the United States of America, the Dominican Republic, and Venezuela, and to convey to them the appreciation of the Directing Council.

2.      To approve the general plan proposed by the Director in Document CE31/15 for the malaria eradication campaign in the Americas and the expenditures considered necessary for carrying it out.

3.      To take note of the statement on the movement of funds of the Special Malaria Fund as of 30 June 1957 (Official Document 21, Annex 4).

CD10.R15    The Directing Council,

Having examined the report on the fellowship program, 1 presented by the Director in compliance with Resolution XVIII of the IX Meeting of the Directing Council,

RESOLVES:

1.      To note with satisfaction the report on the fellowship program appearing in Document CE31/13.

2.      To request the Director to continue the general study of the fellowship program, broadening and completing it, so that a detailed report may be presented to the XV Pan American Sanitary Conference.

3.      To recommend to the Director that he examine, with the World Health Organization and other organizations interested in the matter, the point system contained in the aforementioned document.

CD10.R16    The Directing Council,

Having studied the report of the Director on the preparatory arrangements for the XV Pan American Sanitary Conference (Document CD10/26, Part 1),

RESOLVES:

1.      To take note of the arrangements being made for the XV Pan American Sanitary Conference and related meetings of the Executive Committee to be held in San Juan, Puerto Rico, in 1958, and of the dates set for these meetings in agreement with the host Government.

2.      To take note of the establishment of the Organizing Committee for the Conference, and to express its appreciation to the United States Government and to the Commonwealth of Puerto Rico for the assistance that has been given in the arrangements for these meetings.

3.      To authorize the Director to proceed with the arrangements for organizing the Secretariat of the XV Pan American Sanitary Conference on the basis of dividing the work of the meeting into plenary sessions, sessions of two main committees, and sessions of such working parties as may be established.

CD10.R17    The Directing Council,

Bearing in mind that the Technical Discussions are an integral part of the agenda of the Pan American Sanitary Conference, by virtue of Article 4, paragraph D, of the Constitution of the Organization, which provides that the Conference shall serve "as a forum for the interchange of information and ideas relating to the prevention of disease, the promotion, preservation, and restoration of mental and physical health, and the advancement of sociomedical measures and facilities for the prevention and treatment of physical and mental diseases in the Western Hemisphere"; and

Considering that Committee I (Technical Matters) of the XIV Pan American Sanitary Conference was concerned principally with these Technical Discussions, in accordance with the procedures established,

RESOLVES:

1.      To authorize the Executive Committee, at its 33rd Meeting, to take the necessary measures for the selection of topics for the Technical Discussions to be held at the XV Pan American Sanitary Conference.

2.      To authorize the Executive Committee to draw up, for transmittal to the XV Pan American Sanitary Conference, a set of procedures for the conduct of these discussions, using as a basis the procedures followed at the XIV Conference.

3.      To provide that in the future the selection of topics for the Technical Discussions at the Pan American Sanitary Conferences be made at the meeting of the Directing Council that precedes each Conference.

CD10.R18    The Directing Council,

Bearing in mind the importance of scientific congresses in general and, particularly, those dealing with public health;

Considering the advisability of continuing to hold periodically public health congresses that will permit a review of the progress achieved in public health matters; and

Considering that the First Inter-American Congress of Public Health was held at Havana in October 1952, an that it is desirable to continue these congresses,

RESOLVES:

1.      To affirm the advisability of organizing Inter-American Congresses of Public Health on a periodic basis.

2.      To recommend that the XV Pan American Sanitary Conference decide on the manner of holding, and the intervals between, such congresses.

CD10.R19    The Directing Council,

Bearing in mind the importance of scientific congresses in general and, particularly, those dealing with public health;

Considering the advisability of continuing to hold periodically public health congresses that will permit a review of the progress achieved in public health matters; and

Considering that the First Inter-American Congress of Public Health was held at Havana in October 1952 and that it is desirable to continue those congresses,

RESOLVES:

1.       To affirm the advisability of organizing inter-American congresses of public health on a periodic basis.

2.       To recommend that the XV Pan American Sanitary Conference decide upon the manner of holding, and the intervals between, such congresses.

CD10.R20    The Directing Council,

Considering that the Pan American Zoonoses Center was established in 1956, in Azul, Argentina, to promote and strengthen the Governments' activities to combat the zoonoses in the countries of America;

Considering that, for the establishment and operation of the Center, the Government of Argentina has provided the premises and the funds for necessary alterations; and

Bearing in mind that the Center's program of activities includes services for training, consultation, laboratory studies, research, demonstration, and information work that are of great importance in the campaign against the zoonoses in this Hemisphere,

RESOLVES:

1.       To thank the Government of Argentina for its collaboration, which has made possible the organization and development of the Pan American Zoonoses Center.

2.      To reaffirm the interest of the Member Governments in the objectives pursued by the Center, as reflected in the report presented by the Director of the Pan American Sanitary Bureau.

RESOLVES:

To express its appreciation to Professor Nicolaas Hendrik Swellengrebel for the lecture he delivered, at the invitation of the Directing Council, on the subject "The Place of Social Anthropology in Public Health," and to congratulate him on his brilliant presentation of this important topic.

CD10.R22    The Directing Council,

Having seen the report of the Director on the status of the survey of salaries and other compensations of public health workers in the Americas, which has been undertaken in accordance with Resolution XVII, paragraph 3, of the IX Meeting of the Directing Council; and

Considering that only a portion of the data has been received from the Member Countries, so that a definitive report cannot be rendered at this time,

RESOLVES:

1.      To take note of the report of the Director on the progress of the survey of salaries and other compensations offered to public health workers in the Americas.

2.      To request the Director to report further on the results of this survey to a future meeting of the Executive Committee.

CD10.R23    The Directing Council,

Having studied in detail Documents CD10/30 and Addendum and CE32/3 1 on the establishment of new conditions of employment for the Pan American Sanitary Organization;

Believing that, because of the importance of this question and the great number of aspects to be considered, a broader and more detailed study of the matter is required; and

Considering that, in any resolution that may be adopted, it would not be advisable to eliminate the peripheral allowances as indicated in item 4 of the principles set forth in Document CE32/3,

RESOLVES:

1.      To transmit to the Executive Committee Documents CD10/30 and Addendum and CE32/3, so that the Committee, taking into account the considerations put forth during the discussion of the matter by the Directing Council, may make a further study of the proposed new conditions of employment for the Pan American Sanitary Organization.

2.      To delete from the statement of principles contained in Document CE32/3 principle number 4, referring to the elimination of non-pensionable, peripheral allowances.

CD10.R24    The Directing Council,

Having examined the report presented by Dr. Diego Angel Ramírez Elías (Ecuador), Rapporteur of the Technical Discussions on "Bases and Methods for the Evaluation of Health Programs," held during the present meeting under the chairmanship of the Moderator, Dr. Abraham Horwitz (Chile), following the presentation of the topic by the expert Dr. Guillermo Arbona, Secretary of Health of the Commonwealth of Puerto Rico,

RESOLVES:

1.      To take note of the report on the Technical Discussions, expressing the satisfaction of the Council at the manner in which they were conducted and the accuracy with which the report has interpreted them.

2.      To recommend that the Director of the Bureau give the aforementioned report the widest possible distribution.

3.      To reaffirm the importance and advisability of holding the Technical Discussions as part of the business of the Council.

CD10.R25    The Directing Council,

Having examined the report of the Director on the progress of the studies on drug registration and related problems, undertaken by the Bureau in accordance with Resolution XIV of the 28th Meeting of the Executive Committee (Document CD10/20);

Considering Resolution IX of the 31st Meeting of the Executive Committee approving the Director's proposal for the gradual development of international efforts in the food and drug field;

Considering the necessity of making available a continuing source of reliable scientific and technical information on food and drug products; and

Having studied the Director's proposal as contained in Document CD10/20, Annex II,

RESOLVES:

To take note of the report presented by the Director on the progress of studies on drug registration and related problems, and to approve his proposal for the gradual development of international efforts in the food and drug field, beginning with a careful assessment of the nature and extent of the problems concerned, the proposed first step among those mentioned in Document CD10/20, Annex II.

CD10.R26    The Directing Council,

Having considered the plan to move the Field Office for the Caribbean from Kingston, Jamaica, to Caracas, Venezuela, and to establish a new Zone Office in the latter city; and

Taking into account the advantages of such a move,

RESOLVES:

To approve the move of the Field Office for the Caribbean from Kingston, Jamaica, to Caracas, Venezuela, and the establishment in this latter city of a new Zone Office of the Pan American Sanitary Bureau, provided the Director is able to complete a satisfactory agreement covering the terms and conditions under which the office will be established and operated.

CD10.R27    The Directing Council,

Having examined Resolution WHA10.42 adopted by the Tenth World Health Assembly, which expresses the desire that the list of speakers at the Tenth Anniversary Commemorative Session of the World Health Organization include at least one Member Country from each region; and

Bearing in mind that several countries of the Region of the Americas have already expressed to the Director-General of WHO their interest in appearing on the list of speakers at this Commemorative Session,

RESOLVES:

To take note of Resolution WHA10.42 concerning the Tenth Anniversary Commemorative Session of the World Health Organization.

CD10.R28    The Directing Council,

Having examined Document CD10/11, in which the Director brought to the attention of the Regional Committee for the Americas Resolutions WHA10.19, WHA10.20, and WHA10.39,

RESOLVES:

To take note of Resolution WHA10.19 (WHO Participation in the Expanded Program of Technical Assistance), Resolution WHA10.20 (Relations with UNICEF), and Resolution WHA10.39 (Participation by WHO in Broad Programs of the United Nations and the Specialized Agencies in the Social and Economic Fields).

CD10.R29    The Directing Council,

Having examined Resolution WHA10.27, adopted by the Tenth World Health Assembly, which recommends that the Executive Board make a new study of the procedures for examining the annual program and budget of WHO and requests the Director-General to report on the matter to the Eleventh World Health Assembly after consultation with the Regional Committees,

RESOLVES:

To state that the present procedure for examining the annual program and budget of WHO is satisfactory and that there would be no advantage in changing this procedure.

CD10.R30    The Directing Council,

Having examined Resolution XVII, adopted by the Executive Committee at its 31st Meeting, concerning the advisability of modifying the system of allocation of funds under the Expanded Program of Technical Assistance,

RESOLVES:

To invite the Member Governments of the Organization to give suitable instructions to their representatives to the United Nations with a view to promoting an adequate revision of the decisions of ECOSOC relating to the Expanded Program of Technical Assistance, in order that the system of direct allocation to the specialized agencies participating in that Program may be re-established.

CD10.R31    The Directing Council,

Considering that the WHO Executive Board and the World Health Assembly have repeatedly in the past expressed the view that the requirement under the Expanded Program of Technical Assistance that Governments contribute to the local subsistence costs of internationally recruited personnel engaged on Technical Assistance projects should be removed,

RESOLVES:

To urge the Member Governments of the Organization to give suitable instructions to their representatives to the United Nations with a view to having the Technical Assistance Committee exempt the Governments from the requirement under the Expanded Program of Technical Assistance that they contribute to the local subsistence costs of internationally recruited personnel engaged on Technical Assistance projects.

CD10.R32    The Directing Council,

Having examined Document CD10/13, Addendum I, in which the Director-General of WHO calls attention to the decision adopted by the Technical Assistance Board at its 39th Session concerning the country programming procedure,

RESOLVES:

To recommend to the Member Governments that they point out to the field representatives of the Technical Assistance Board the need for the Board to inform each Government of the target figures assigned to it and of the agency subtotals for the participating organizations.

CD10.R33    The Directing Council,

Considering that the Tenth World Health Assembly, in Resolution WHA10.35, resolved to defer the organizational study on regionalization requested by the Ninth World Health Assembly and provided that, if it is found necessary, each regional committee may meanwhile study for itself the delineation of areas having uniform geographical, sanitary or social characteristics within a single region, with a view to better utilization of the available resources"; and

Considering that the Pan American Sanitary Bureau, Regional Office of the WHO, in accordance with the policy of decentralization approved by the governing bodies of the Organization established, beginning in 1951, a network of zone and filed offices to facilitate its relationships with national health services and the execution of its programs,

RESOLVES:

1.       To reaffirm the general principle of regionalization.

2.       To declare that the system of zone and field offices responds to the needs of the Region and, without prejudice to such changes as experience may show to be advisable, constitutes the most suitable method for ensuring the proper operation and development of the international public health programs.

CD10.R34    The Directing Council,

Having examined Resolution EB19.R61 adopted by the Executive Board of the World Health Organization at its 19th Session, as well as background information relating to the proposal of the Government of New Zealand to the effect that a change be made in the practice followed at present in appointing Regional Directors of WHO,

RESOLVES:

To declare that the practice followed at present for the appointment of Regional Directors of the World Health Organization is satisfactory, and that it does not consider it advisable to change this practice.

CD10.R35    The Directing Council,

Considering that the progress made by the public health services has demonstrated the growing importance of administrative functions;

Recognizing the need for improving, in the national health services, the administrative machinery and procedures necessary to ensure the efficient operation of the programs; and

Considering that it is essential to offer the administrative personnel opportunities for training and for specialized study,

RESOLVES:

1.      To recommend that the Member States give their attention to the improvement of administrative practices related to public health programs.

2.      To give emphasis, within the general policy of the Pan American Sanitary Bureau, to collaboration in matters concerning administrative methods and procedures in public health services.

3.      To request the Director, when preparing the program and budget, to take the necessary steps to provide this collaboration on a gradual basis.

CD10.R36    The Directing Council,

Having examined and discussed Official Document 21, which contains the Proposed Program and Budget of the Pan American Sanitary Organization for 1958, as prepared by the Executive Committee in cooperation with the Director; and

Considering the recommendation of the Executive Committee, at its 31st Meeting (Resolution II), that the Proposed Program and Budget for 1958, as presented, be approved,

RESOLVES:

1.      To approve the Program and Budget of the Pan American Sanitary Organization for 1958 contained in Official Document 21, with the modifications introduced by the Directing Council during the course of the present meeting.

2.      To appropriate for the financial year 1958 an amount of $3,000,000, as follows:

3.      [To approve that] amounts not exceeding the appropriations noted under paragraph 2 be [made] available for the payment of obligations, in accordance with the Financial Regulations of the Bureau, incurred during the period 1 January to 31 December 1958, inclusive.

4.      [To approve that] the appropriations as noted above be financed by contributions from the Member Governments according to Article 60 of the Pan American Sanitary Code; contributions on behalf of the territories of France, the Netherlands, and the United Kingdom according to Resolutions XV and XL of the V Meeting of the Directing Council; and miscellaneous income accruing to the Pan American Sanitary Bureau.

5.      [To authorize] the Director to transfer credits between parts of the budget, provided that such transfers of credits between parts do not exceed 10 per cent of the part from which the credit is transferred. Transfers of credits between parts of the budget in excess of 10 per cent may be made with the concurrence of the Executive Committee. All transfers of budget credits shall be reported to the Directing Council.

CD10.R37    The Directing Council,

Having examined Official Document 21 submitted by the Director of the Pan American Sanitary Bureau and containing the Proposed Program and Budget of the World Health Organization for the Region of the Americas for 1959, and having examined the report of the working party that, at the request of the Council, studied this document; and

Bearing in mind that the Proposed Program and Budget of the Region of the Americas is submitted to the Directing Council, as Regional Committee of the World Health Organization, for review and transmittal to the Director-General of the World Health Organization for consideration in drafting the WHO budget for 1959,

RESOLVES:

1.       To approve the Proposed Program and Budget of the World Health Organization for the Region of the Americas for 1959.

CD10.R38    The Directing Council,

Having examined Official Document 21 submitted by the Director of the Pan American Sanitary Bureau and containing the provisional draft of the Proposed Program and Budget of the Pan American Sanitary Organization for 1959;

Taking into account the observations made by the working party that, at the request of the Directing Council, examined this document; and

Taking into account the fact that the provisional draft, when approved, will serve as the basis for the preparation of the Proposed Program and Budget of the Pan American Sanitary Organization for 1959 to be submitted to the 34th Meeting of the Executive Committee for consideration, and to the XV Pan American Sanitary Conference in 1958 for final approval,

RESOLVES:

To take note of the provisional draft of the Proposed Program and Budget of the Pan American Sanitary Organization for 1959, and to transmit it to the Executive Committee, making special reference to the content of the report of the working party that examined this document.
