HIV testing services (HTS) are a unique opportunity and a door for those diagnosed with HIV to rapidly initiate lifesaving treatment and for those at higher risk of acquiring the virus to have immediate access to the effective recommended package of prevention services to remain negatives. Synergistically, PAHO promotes HTS within the framework of Combination HIV Prevention (CP). Testing services are essential to achieving the 90-90-90 targets by 2020 and the Sustainable Development Goal 3 of the 2030 Agenda for Sustainable Development. Nearly one third of the people living with HIV in Latin America and the Caribbean do not know their status, and 40% of the people living with HIV still lack access to treatment and have unsuppressed infections in LAC.

All HTS must be in line with WHO's essential 5 Cs: Consent, Confidentiality, Counselling, Correct test results, and Connection/linkage to prevention, care and treatment.
HTS include the full range of services that should be provided together with HIV testing:

  • counselling (pre-test information and post-test counselling);
  • linkage to appropriate HIV prevention, treatment and care services, and other clinical and support services; and
  • coordination with laboratory services to support quality assurance and the delivery of correct results.
